Best municipal golf cards by city, ranked by payback

By the ParPass team · Updated · Based on 66 passes in 37 metros, verified Oct 17, 2026

City and county golf cards are the cheapest way to lower your cost per round, and in our data 12 of the 21 cards with published rates pay for themselves within 10 rounds. Here is how they rank, what each costs, and what to check before you buy.

Cards ranked by payback

We ranked every discount card, resident ID card and loyalty program that has published per-round rates by how many rounds it takes to recover the price. The break-even uses the first listed scenario on each pass page, so read the scenario before you compare cities.

Issuers vary. Most are city or county park systems; a few are course operators that run a city's courses, and each row names the issuer. The ranking says nothing about course quality.

Lowest-priced cards

If entry cost matters more than speed, these are the 6 cheapest cards we list:

A few programs are cheaper still. Seattle's Frequent Players Program is $0 to join and earns 5% to 20% off green fees and carts through points, but Seattle Golf's adult and twilight rates are labelled "reference only, see dynamic pricing", so we cannot publish a fixed break-even for it.

How to choose between cards

One-year, two-year and three-year cards

Some issuers sell multi-year cards. Milwaukee County lists $25 for 1 year, $40 for 2 years and $55 for 3 years, but its cards expire at the end of the calendar year, not on the purchase date, so check what the extra years actually cover before you pay up front. Cards that bill monthly, like Tulsa's $34 Player Development Program, should be judged per month: its first scenario saves $11 a round, so you need 4 twilight rounds a month to cover the fee.

Cards with no published rate

Several programs sell a card but do not publish a with-card and without-card rate we can compare. We list them without a break-even instead of estimating one. They include: Golf ATX Resident Card (Austin, TX), ExecGolf Jacksonville Member Card (Jacksonville, FL), Durango Hills Golf Card (Las Vegas, NV), Myrtle Beach Golf Passport (Myrtle Beach, SC), Myrtle Beach Snowbird Passport (Myrtle Beach, SC), Seattle Frequent Players Program (Seattle, WA), Forest Park Players' Program (St. Louis, MO), Tampa TSA Discount Card (Tampa, FL), Tampa Golf Local Rewards (Tampa, FL).For those, use the calculator with the rate on your tee sheet.

Our take

For a golfer who plays one or two courses in a single city, the lowest-risk move is usually a low-priced card that applies at your usual time. A percent-off card such as Cleveland Bonus Rounds at $35 gives a bigger dollar saving the more you spend. Whichever you pick, open the pass page, confirm the rate for your day and time, and click through to the official source.

Numbers on this page are computed from the ParPass database, where every row links to the issuer's official page. Prices change; confirm with the issuer before you buy. Break-even uses the first listed rate scenario on each pass page. See the methodology. This is general information, not financial advice.
